THE RIGHT TO KNOW

November 2 to 6, 2011 in Utrecht

In 2011 the Impakt Festival dives into the tension between the desire of openly accessible information and the urge to withhold information from others on for instance political, economical or privacy grounds. Which set of skills do citizens need to empower themselves in this increasingly data driven society?

During the festival, leading academics, politicians, artists, developers, and journalists face the dilemmas of the information era in symposia, innovation labs, expert meetings, screenings and civil disobedience. Moreover, you can enjoy a fine range of concerts, exhibitions and parties.

The main festival topic The Right to Know is investigated using four subtopics:

Diggin’ Data
Unlimited access to data might be a liberating idea, but how do we translate these data into meaningful information? You can't simply upload the Wikileaks information to a machine to get journalism out of it. When do data turn into information? And what does data-literacy supposed to look like?

Secrecy
'Secrecy' investigates the tension between openness and closeness of information distribution, which forms the basis of bank scandals, patents on HIV medications, and a lot of conspiracy theories. The use of new media technologies might facilitate revolutions and push governments towards undesired transparency, but at the same time it creates an infrastructure of control and surveillance. How can the people use new media to change the inequality in information facilities?

Topographies of Exclusion
“This video is not available in your country”. The accessibility of information is increasingly restricted through geographically induced censorship or the latest developments in net neutrality. How does limited information access relate to the dreams and ideals from the early days of the internet? In what way does this data-architecture result in safety as well as in segregation? And how can people empower themselves against this exclusion?

The Right To Copy
The debate around intellectual property seems overexposed and polarized. But the fundamental questions remain unanswered. A whole generation of 'digital natives' is seriously limited in reflecting on their cultural past. To what extend is it possible to privately appropriate cultural symbols, for example Snowwhite? And who owns your art whenever you upload it to social networks?
